To establish a central resource for research in bioethics that can serve the needs of the University of the Philippines system and the relevant agencies of the government, other research institutions and research stakeholders in the country, and the general public

To conduct research in bioethical issues, practices, capability, and policies.
To begin a database and a library on bioethics issues, case examples, and other tools
Too initiate a collaboration of researchers, academic institutions, government agencies, and commercial institutions to contribute to a common pool of resources that can be housed at the NIH
