The creation of the National Institutes of Health-UP Manila was approved by the Board of Regents of the University of the Philippines at its 1094th meeting on 26 January 1996 to put emphasis on the research function of UP Manila, and to place it at par with the University's reputation of excellence in instruction, particularly the Colleges of Medicine, Public Health and the other academic units, and in public service as exemplified by the Philippine General Hospital, the country's premier tertiary care training hospital.
NIH-UPM was established through the Health Research and Development Act of 1998 (RA 8503) with the following objectives:
