A. Research Technical Review Committee

Functions:

• To evaluate research proposals and technical reports submitted to the Office of the Vice Chancellor for Research and the Executive Director of the National Institutes of Health.
• To facilitate institutional endorsement of research proposals and reports to other institutions
• To prepare and implement standards in the evaluation of researches in the University

Qualifications:

Notes on the qualification of Members of the Review Committee

Curriculum vitae, preferably together with documentation of trainings undergone, degrees obtained, even copies of publications (especially of the technical review committee members) must be submitted for evaluation by the Institute Directors, Study Group Coordinators and the NIH Executive Director before assignments are made.

Mechanism:

Project proposal will be sent for the review of appropriate subcommittees of the project.

Functions:

• To review research projects involving human and animal specimens and subjects for bioethical considerations
• To review research proposals for their environmental impact

Composition:

1. A lawyer/medico-legal person
2. An ethicist/religious person
3. A doctor/researcher/nurse/dentist
4. A lay person/housewife (non-UP)
5. A social scientist
6. Chair of the College of Medicine Ethics Review Committee
7. Chair of the College of Public Health Ethics Review Committee
8. Chair of the College-Institute Cluster Ethics Review Committee
9. Professor Emeritus / environmentalist / public health expert / epidemiologist / non-UP (to complement existing members)

Mechanism:

Project proposal will be sent out to three (3) members of the different committees for review.

C.Research Human Resource Development Committee

Functions:

• To evaluate qualifications and performance of research faculty and REPS for the National Institutes of Health
• To recommend promotion and appointment of research faculty and REPS

Composition:

1. Vice Chancellor for Research and two other members at large

D.Research Fascilities and Biosafety Committee

Functions:

• To review work conducted at or sponsored by the concerned institution and recommend research proposals for the approval of the National Committee on Biosafety of the Philippines
• To review and assess work with potential risks being conducted in the concerned institution to ensure that the requirements of the biosafety guidelines are being fulfilled
• To formulate and adopt emergency measures covering accidental spills and personal contamination resulting from work
• To report immediately to NRCP, any significant problems with or violations of the guidelines and any significant research-related accidents or illnesses.
